How to Choose a Dubai Free Zone Without Buying the Wrong Package
A five-point screen for comparing Dubai free zones by activity, market access, facilities, banking fit and recurring cost.
A low first-year price is easy to compare. The operating restrictions behind it are not. Before choosing a Dubai free zone, test the package against the work the company will actually perform.
1. Match the exact activities
Send the authority a plain-language list of products, services and sales channels, then ask for the corresponding licensed activities in writing. “Consultancy” does not automatically cover software sales, recruitment, regulated advice or trading.
2. Map where customers receive the work
A free-zone licence is issued by its own authority. If customers, inventory, staff or projects sit on the mainland, ask what additional permission or commercial arrangement is required. If direct UAE trade is the core model, compare the proposal with a Dubai mainland company before committing.
3. Check space and visa capacity
Confirm what the package includes: registered address, flexi-desk or private office, establishment card, immigration file and eligible visa allocation. A package suitable for a solo consultant may not support a team six months later.
4. Test the banking and substance story
The zone’s reputation alone will not open an account. A bank will assess the owners, activity, customers, countries, expected transactions and evidence that the company is genuinely directed and operated. Keep contracts, invoices and decision-making records consistent with that story.
5. Price the second year
Request a line-by-line renewal estimate and fees for likely changes, including additional activities, visas, office upgrades and licence amendments. Then review the tax assumptions: a Free Zone Person must satisfy specific conditions before 0% corporate tax can apply to Qualifying Income.
