Starting a Dubai Company from Europe or Russia: A Document Checklist
What overseas founders should prepare for licensing, ownership checks and a realistic UAE bank application before the process begins.
Dubai company formation can often begin while the shareholders are abroad. The difficult part is rarely filling in the application form; it is producing a consistent ownership and business story that works for the licensing authority, immigration process and bank.
Prepare one clean document file
Requirements vary by activity, authority, shareholder type and nationality, but an individual founder will commonly need a valid passport copy, recent proof of address, contact details, a proposed company name and a precise description of the business. If a shareholder is another company, expect constitutional documents, a board resolution, ownership records and details of the ultimate beneficial owners.
Documents issued in Europe or Russia may need notarisation, legalisation or an approved Arabic translation. Confirm the chain before paying for it: the correct sequence depends on the issuing country and the UAE authority receiving the document.
Treat banking as a separate workstream
A trade licence is not a promise of a UAE bank account. Banks perform their own know-your-customer, source-of-funds and sanctions screening. Prepare a short business plan, founder CVs, expected transaction volumes, supplier or customer evidence, and a clear explanation of links to the UAE. Some applications receive additional review because of the parties, jurisdictions, products or payment routes involved.
